Are Paper Supplies in Trouble Again?"},"content":{"rendered":"<p><div class=\"fusion-fullwidth fullwidth-box fusion-builder-row-1 fusion-flex-container has-pattern-background has-mask-background nonhundred-percent-fullwidth non-hundred-percent-height-scrolling\" style=\"background-color: rgba(255,255,255,0);background-position: center center;background-repeat: no-repeat;border-width: 0px 0px 0px 0px;border-color:#eae9e9;border-style:solid;\" ><div class=\"fusion-builder-row fusion-row fusion-flex-align-items-flex-start\" style=\"max-width:1144px;margin-left: calc(-4% \/ 2 );margin-right: calc(-4% \/ 2 );\"><div class=\"fusion-layout-column fusion_builder_column fusion-builder-column-0 fusion_builder_column_1_1 1_1 fusion-flex-column\"><div class=\"fusion-column-wrapper fusion-flex-justify-content-flex-start fusion-content-layout-column\" style=\"background-position:left top;background-repeat:no-repeat;-webkit-background-size:cover;-moz-background-size:cover;-o-background-size:cover;background-size:cover;padding: 0px 0px 0px 0px;\"><div class=\"fusion-text fusion-text-1\"><p><span style=\"font-weight: 400;\">Another Finland strike is making headlines and giving the paper industry flashbacks to last year.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Finland Transport Workers\u2019 Union, known as <\/span><span style=\"font-weight: 400;\">Auto-ja Kjetusala Ty\u00f6ntekij\u00e4liitto (AKT), began striking o<\/span><span style=\"font-weight: 400;\">n February 15, 2023.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The strike is between union and employer organizations over labor and wage disputes for stevedores, terminal workers, and other various transport professionals. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">If this sounds familiar, that\u2019s because the AKT was on strike just last year. On January 24, 2022 the AKT started blocking <\/span><a href=\"https:\/\/www.smithcorona.com\/blog\/the-upm-paper-mill-strike-why-it-matters\/\"><span style=\"font-weight: 400;\">UPM goods going in or out of Finnish ports<\/span><\/a><span style=\"font-weight: 400;\"> in support of the Paperworkers\u2019 Union strike at several UPM mills. <\/span><\/p>\n<\/div>\n            <div class=\"smith-corona-featured-image\">\n\n                <img src=\"https:\/\/www.smithcorona.com\/blog\/wp-content\/uploads\/2023\/02\/Finland_Article_Feature.png\" alt=\"\" width=\"760\" height=\"460\" \/>\n\n            <\/div>\n        <div class=\"fusion-text fusion-text-2\"><p><span style=\"font-weight: 400;\">The UPM Mill strikes lasted 112 days and affected the production of crucial paper supplies and materials. When proposals were rejected on February 14, 2023, the strike went into place at 6am the following morning. A complete list of the locations of the companies affected by the strike can be viewed on the <\/span><a href=\"https:\/\/www.akt.fi\/neuvottelut\/lakkoinfo\/keita-lakko-koskee\/\" target=\"_blank\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">AKT official website<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Strikes can deal a huge financial blow to not only businesses, but a country\u2019s economy. The Finnish Port Operators Association is already reporting an impact of <\/span><a href=\"https:\/\/maritime-executive.com\/article\/port-and-trucker-driver-strikes-paralyzes-finland-s-foreign-trade\" target=\"_blank\" rel=\"nofollow noopener\"><b>$300 million per day<\/b><span style=\"font-weight: 400;\"> to Finland\u2019s foreign trade<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Then there\u2019s the impact on key materials. Countries that rely on exports and trade are unable to acquire what they need, resulting in a domino effect of shortages.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Concern about the port closures affecting companies like UPM and their ability to deliver pulp and paper supplies is definitely warranted. So when the UPM strike occurred, it greatly exacerbated the shortage.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But now the market has shifted.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Previously, companies were\u00a0 buying as much paper as they could to try and build inventories, but struggled acquiring supplies due to additional supply chain constraints:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Long lead times<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Port bottlenecks<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Trucker shortage<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">However, supply chain issues have been resolving as things shift back to pre-pandemic standards. Orders began arriving as market demand started to drop. So much so that demand has plummeted over the last several months across the globe.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A <\/span><a href=\"https:\/\/www.finat.com\/news\/finat-labelstock-statistics-sharp-drop-european-labelstock-demand-in-q4-as-label-companies-destock-at-the-end-of-a-volatile-2022\" target=\"_blank\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">FINAT 2022 report of Q4<\/span><\/a><span style=\"font-weight: 400;\"> showed European consumption of paper and filmic roll label stocks dropped 24% compared to the same time the previous year.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The news article states it\u2019s \u201cthe sharpest year-on-year decline in a single quarter recorded since FINAT commissioned the collection of quarterly statistics in 2003.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">North America is also experiencing a paper capacity withdrawal.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A February 2023 report from Fastmarkets stated North American printing and writing (P&amp;W) paper capacity declined <\/span><b>4.4 million tons<\/b><span style=\"font-weight: 400;\">. Demand for P&amp;W also fell, with a decrease of an estimated <\/span><b>2.5 million tons<\/b><span style=\"font-weight: 400;\"> over the last four years.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Supply issues also seem to be improving this year among print providers. A 2022-2023 survey from PRINTING United Alliance found that <\/span><b>61% of providers <\/b><span style=\"font-weight: 400;\">claimed material shortages as their biggest challenge, which is down from<\/span><b> 95%<\/b><span style=\"font-weight: 400;\"> last year.\u00a0<\/span><\/p>\n<\/div><\/div><style type=\"text\/css\">.fusion-body .fusion-builder-column-2{width:100% !important;margin-top : 0px;margin-bottom : 20px;}.fusion-builder-column-2 > .fusion-column-wrapper {padding-top : 0px !important;padding-right : 0px !important;margin-right : 1.92%;padding-bottom : 0px !important;padding-left : 0px !important;margin-left : 1.92%;}@media only screen and (max-width:1064px) {.fusion-body .fusion-builder-column-2{width:100% !important;order : 0;}.fusion-builder-column-2 > .fusion-column-wrapper {margin-right : 1.92%;margin-left : 1.92%;}}@media only screen and (max-width:640px) {.fusion-body .fusion-builder-column-2{width:100% !important;order : 0;}.fusion-builder-column-2 > .fusion-column-wrapper {margin-right : 1.92%;margin-left : 1.92%;}}<\/style><\/div><\/div><style type=\"text\/css\">.fusion-body .fusion-flex-container.fusion-builder-row-3{ padding-top : 0px;margin-top : 0px;padding-right : 0px;padding-bottom : 0px;margin-bottom : 0px;padding-left : 0px;}<\/style><\/div><div class=\"fusion-fullwidth fullwidth-box fusion-builder-row-4 fusion-flex-container has-pattern-background has-mask-background nonhundred-percent-fullwidth non-hundred-percent-height-scrolling\" style=\"background-color: rgba(255,255,255,0);background-position: center center;background-repeat: no-repeat;border-width: 0px 0px 0px 0px;border-color:#eae9e9;border-style:solid;\" ><div class=\"fusion-builder-row fusion-row fusion-flex-align-items-flex-start\" style=\"max-width:1144px;margin-left: calc(-4% \/ 2 );margin-right: calc(-4% \/ 2 );\"><div class=\"fusion-layout-column fusion_builder_column fusion-builder-column-3 fusion_builder_column_1_1 1_1 fusion-flex-column\"><div class=\"fusion-column-wrapper fusion-flex-justify-content-flex-start fusion-content-layout-column\" style=\"background-position:left top;background-repeat:no-repeat;-webkit-background-size:cover;-moz-background-size:cover;-o-background-size:cover;background-size:cover;padding: 0px 0px 0px 0px;\"><div class=\"fusion-text fusion-text-5\"><p><span style=\"font-weight: 400;\">Even large companies like Avery Dennison began implementing what they\u2019re calling a \u201cremission scenario plan\u201d or a range of cost reductions due to lower demand from customers.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Weak Q4 2022 sale results were below the company\u2019s previous forecast by <\/span><b>~$100 million<\/b><span style=\"font-weight: 400;\">, according to CEO Mitch Butier in a December 2022 Fastmarkets report.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">At the time he blamed product overstock, stating, \u201cLabel converting customers are rapidly reducing their inventories after having over-ordered during the pandemic when these companies were experiencing considerable difficulty getting enough materials from their suppliers.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This considerable overhang of built up inventories is what converters and printers continue to work through now.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">And until stocks begin to lessen, companies won\u2019t start ordering again, which is something we\u2019re unlikely to see happening until at least Q2.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Suffice it to say, the pendulum has now fully swung in the opposite direction as the urgency surrounding the paper supply has been removed.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, this doesn\u2019t mean we won\u2019t see some unfavorable effects from current market conditions. Slow paper demand means paper production will also slow down, and we will likely see paper mills cut back for the time being.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This could end up going one of two ways:\u00a0<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Supply issues once demand bounces back<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Mills will look elsewhere to make money<\/span><\/li>\n<\/ol>\n<p><span style=\"font-weight: 400;\">The label industry will have to wait and see what the rest of this year will bring.<\/span><\/p>\n<\/div><div class=\"fusion-text fusion-text-6\"><p><span style=\"font-weight: 400;\">But it looks like we don\u2019t have to wait long.<\/span><\/p>\n<p><a href=\"https:\/\/www.pressherald.com\/2023\/02\/22\/jay-paper-mill-closing-earlier-than-expected\/\" target=\"_blank\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">News broke on February 22, 2023<\/span><\/a><span style=\"font-weight: 400;\"> that the Pixelle Androscoggin paper mill in Jay, Maine will close over a month earlier than previously announced. Pixelle spokesman Alan Ulman is citing that customers have already \u201cmet their objectives\u201d for transitional inventories.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As a result, the mill is discontinuing its operations early. Androscoggin mill will now be closing its doors between March 6 and 9 rather than April 30, 2023.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In September 2022, Pixelle devastated the North American label industry by announcing they would be closing their Jay mill, thus removing <\/span><a href=\"https:\/\/www.smithcorona.com\/blog\/the-pixelle-mill-closure-what-it-means-for-the-labeling-industry\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">230,000 annual tons of specialty label and release papers<\/span><\/a><span style=\"font-weight: 400;\"> from the market.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This news exacerbated the recent paper shortage, leaving many label manufacturers scrambling to find alternative options, like <\/span><a href=\"https:\/\/www.smithcorona.com\/blog\/the-unavoidable-shift-from-paper-to-pet-liner\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">PET release liner<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Hopefully, when we do see demand bounce back, losing this paper mill early won\u2019t cause too much disruption.<\/span><\/p>\n<\/div><div class=\"fusion-text fusion-text-7\"><p><b>Update:<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Two weeks after the AKT strike began, an agreement was finally reached on March 1, 2023.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">After many back and forth negotiations, the Transport Workers\u2019 Union and the port operators agreed to a 25-month collective agreement, including wage increases, which will now run through February 28, 2025.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Dockworkers were expected to return to their jobs \u201cas soon as possible,\u201d but no later than March 4, 2023.
